In short

Rui Codex is a Belgian software company that builds custom software, AI automation and system integrations for companies across Europe. Projects outside the Benelux run remotely, on Central European Time, in English, French, Dutch, German or Turkish, and under the GDPR. On-site work takes place in Belgium, the Netherlands and Luxembourg.

Where we work, and how

Rui Codex is based in Belgium. We deliver projects remotely for companies anywhere in Europe and work on site with clients in Belgium, the Netherlands and Luxembourg. The arrangement is the same wherever you are: a written scope, one team that builds and supports the software, and source code that belongs to you.

On site: Belgium, the Netherlands and Luxembourg

Workshops, kick-offs and go-live support at your premises, for the projects that benefit from them.

Remote: the rest of Europe

Companies in Germany, Austria, Switzerland, France and elsewhere in Europe work with us through video workshops (or on site by arrangement), decisions recorded in writing and a demo at the end of every sprint.

How a remote project runs

The same delivery steps as every project, organised so that distance never holds up a decision.

  1. 1. Discovery call

A free video call with the people who own the process. We map your current systems, what slows the team down and what must not break.

  2. 2. Written scope and plan

Requirements, architecture choices and a milestone plan in writing, so every decision is on record for colleagues who were not on the call.

  3. 3. Two-week sprints with demos

We build in two-week sprints and show working software at the end of each one, so you test real features throughout the project.

  4. 4. Testing and go-live

Automated, integration and security testing before every release, then a controlled go-live. Integrations are tested against sandbox data first.

  5. 5. Support and handover

Maintenance, monitoring and new features after launch. The repository and documentation are yours from the start, so you are never tied to us.

The same working day as most of Europe

Belgium runs on Central European Time, like the Netherlands, Luxembourg, Germany, Austria, Switzerland and France, so a meeting at 10:00 is at 10:00 for everyone in it. Our working hours are Monday to Friday 09:00–17:00 and Saturday 10:00–16:00, Belgian time. Teams in the United Kingdom, Ireland and Portugal are one hour behind us; teams in Finland, the Baltic states and Greece are one hour ahead.

Your language, in meetings and in the software

We work in English, French, Dutch, German and Turkish. Workshops, scopes and day-to-day messages run in whichever of these your team prefers; code and technical documentation are written in English by default.

Multilingual software is routine for us: this website is published in five languages, and our own apps and games ship with localised interfaces and store listings.

Data protection across borders

Rui Codex is an EU company, so the GDPR governs our work in every country we serve. When a project gives us access to personal data, we sign a data processing agreement (Article 28 GDPR) that names the data, the purpose and the safeguards.

We deploy on your own infrastructure or with European cloud providers, encrypt data in transit and document every data flow for your compliance records. Where a transfer outside the EU cannot be avoided, it is named in the agreement and covered by the EU Standard Contractual Clauses.

Clients in Switzerland are covered too: Swiss law lists the EU countries as providing an adequate level of data protection, and the European Commission has recognised Switzerland in return.

Contracts and invoices

You contract with Rui Codex, a company registered in Belgium (enterprise and VAT number BE 1033.974.468). Quotes and invoices are in euros. Business customers in another EU country are invoiced under the reverse-charge rule: no Belgian VAT is added and you account for VAT in your own country. Your accountant confirms the treatment for your company.

European rules we build for

Software for European companies has to meet rules that differ from one country to the next. These are the ones our projects meet most often.

  • E-invoicing

Belgium made structured B2B e-invoicing over Peppol mandatory on 1 January 2026. In France, every company must be able to receive e-invoices since 1 September 2026; large and mid-sized companies issue them from that date, SMEs and micro-enterprises from 1 September 2027 (service-public.gouv.fr). In Germany, businesses must be able to receive e-invoices for domestic B2B sales since 1 January 2025 and issue them from 2027 or 2028, in EN 16931 formats such as XRechnung and ZUGFeRD (IHK Frankfurt). When we connect an ERP, a webshop or an accounting system, we design the invoice flows around the format your country requires.

  • EU AI Act

Most business AI is minimal-risk and not regulated by the AI Act. Its transparency rules, such as telling people they are talking to a chatbot, apply since August 2026, and strict obligations for high-risk uses such as CV screening follow from 2 December 2027. Our AI automation page explains what that means for a typical project. We implement the technical side, such as chatbot disclosures, logging and human review steps; this is technical implementation support, not legal advice.

  • European Accessibility Act

Websites and webshops that sell products or services to consumers in the EU have had to meet the accessibility requirements of Directive (EU) 2019/882 since 28 June 2025; microenterprises providing services are exempt. Our web development page explains who the rules apply to.

Evidence, not promises

22 delivered client projects are documented on this site, across 15 sectors. Several were built for organisations outside Belgium, for example:

We also publish our own apps and games: 39 on Google Play, 4 of them also on the App Store, released, localised and updated by the same team. Keeping products live for users in several languages is the same work a client product needs after launch.

Working with us from outside Belgium

Questions companies elsewhere in Europe ask before they start.

Yes. We deliver projects remotely for companies anywhere in Europe, including Germany, Austria, Switzerland and France, and work on site in Belgium, the Netherlands and Luxembourg. Projects run in two-week sprints with a demo over video call at the end of each one, so you see working software throughout. The process, the team and the contract are the same in every country.

In Belgium, the Netherlands and Luxembourg, yes, when a workshop or a go-live benefits from it. Elsewhere in Europe, workshops run by video call, or on site by arrangement, and decisions are recorded in writing, so colleagues in other offices can follow them too.

In English, French, Dutch, German or Turkish, whichever your team prefers for meetings, scopes and support. Code and technical documentation are in English by default, and the software itself can be built in as many languages as your users need.

Belgium is on Central European Time, the same as the Netherlands, Luxembourg, Germany, Austria, Switzerland and France. Our working hours are Monday to Friday 09:00–17:00 and Saturday 10:00–16:00, Belgian time.

Under the GDPR, which applies to us as an EU company. When we access personal data, we sign a data processing agreement, work on your infrastructure or with European cloud providers and document the data flows. For clients in Switzerland, Swiss law recognises the EU countries as providing adequate data protection.

You contract with Rui Codex, a Belgian company, and receive quotes and invoices in euros. Business customers in other EU countries are invoiced under the reverse-charge rule, so you account for the VAT in your own country. The source code and documentation of everything we build for you belong to you. Every engagement starts with a free discovery call and a written scope before any work begins.
